Sarah McNeil
CRNA, APRN, FNP-BC | Founder & CEO
Sarah McNeil is the visionary founder and CEO of Westhaven, bringing an exceptional blend of advanced clinical training, leadership, and artistic skill to the practice. As a Certified Registered Nurse Anesthetist and Chief of Anesthesia at her local hospital, Sarah’s medical background is both extensive and distinguished. She is also an Advanced Practice Registered Nurse and Family Nurse Practitioner, and is a double board-certified practitioner, further underscoring her ability to deliver a comprehensive and deeply informed approach to aesthetic medicine.
At Westhaven, Sarah serves as the lead provider and primary aesthetic injector. Her precision, experience, and aesthetic eye have made her highly sought after for treatments such as neurotoxins, dermal fillers, biostimulators, minimally invasive body contouring, and advanced combination therapies. Clients appreciate her ability to create natural, balanced results while prioritizing safety, education, and individualized care.

Tara Burgher

Dr. Tara Burgher is a board-certified osteopathic physician and the Medical Director at Westhaven. With specialty training in obesity medicine and certification through The Menopause Society, Dr. Burgher brings a comprehensive, evidence-based approach to women’s health– particularly midlife and menopause wellness.
Her passion lies in helping women navigate hormonal transitions, weight concerns, and overall metabolic health with clarity, compassion, and individualized plans. Dr. Burgher is committed to empowering women to feel strong, confident, and supported during every stage of life.
In addition to her women’s health expertise, Dr. Burgher performs advanced body contouring services at Westhaven, including minimally invasive liposuction procedures. Kimberly McNeil brings a unique blend of medical expertise and aesthetic artistry to Westhaven. A Doctor of Pharmacy and licensed esthetician, Kim combines her deep clinical knowledge with advanced hands-on skill to deliver safe, effective, and customized treatment experiences for every client she serves.
With extensive training in laser technologies, pharmaceutical-grade skincare, and corrective aesthetics treatments, Kim is known for her meticulous technique and her ability to translate complex science into approachable, results-driven care. Her dual background allows her to approach each service with both a clinical eye and an esthetic touch, ensuring optimal outcomes rooted in safety and evidence-based practice.

After owning and operating a functional medicine practice and upon retirement, Phin and her husband, Greg, relocated to West Jefferson from the North Carolina coast. She is excited to join Westhaven as a Lifestyle Practitioner, offering consultation and guidance to optimize one’s well-being to become a more balanced, whole, nourished, and happy individual. Areas of consultation include nutritional guidance & and supplementation, aging and longevity, weight management, life balance, and more. Complimentary consultations are offered.

Jessica Rupard
CNM | Women’s Health & Wellness Specialist
Jessica Rupard is a Certified Nurse Midwife with advanced training in obesity medicine and women’s hormonal health. As a graduate of the Heather Hirsch Academy and an Obesity Medicine Fellowship, she brings an expert, evidence-based approach to midlife wellness, weight management, and hormone optimization at Westhaven.
Jessica’s primary focus includes medical weight loss programs, comprehensive hormone therapy, and restorative women’s wellness services. She specializes in aesthetic and functional treatments for vaginal rejuvenation, including ThermiVa and Emsella, helping women regain confidence, comfort, and improved quality of life.
With a warm, patient-centered approach, Jessica is passionate about guiding women through all phases of their health journey– especially during the midlife transition, where support and clarity matter most. She blends clinical expertise with compassionate care, creating customized treatment plans that meet each patient exactly where they are.
Jessica is dedicated to elevating women’s health through education, empowerment, and modern, effective treatment options– making her an invaluable provider within the Westhaven team.
Deva Darnell
RN
Deva is an Emergency Department nurse with over 11+ years experience in the medical field. While she loves the emergency department she also greatly enjoys providing IV infusion therapy here at Westhaven! She has a Bachelor’s of Nursing from Western Carolina University and is also a CEN (Certified Emergency Nurse). She has two amazing children- Addilyn who is 9 and Lake who is 7. Deva was born and raised in Ashe County, and feels so privileged to be able to work and serve our community as a nurse!
Debbie Bower
Meet our office mom, Debbie! Debbie retired from her “real-job” in June of 2023 & helps us in the office in a multitude of ways. She has three children- Kimberly, Carrie & Amy. Debbie enjoys seeing new and familiar faces in the office & assisting our clients. In her free time, she enjoys yard work, traveling, listening to live bluegrass music, & spending time with her daughters. We are truly blessed to have our mom by our sides both in our personal and professional lives.
Louisiane Tascher
Medical Assistant
Louisiane brings over 13 years of experience as a medical assistant to the Westhaven team. Her passion for aesthetics & wellness has followed her to West Jefferson from the Naples area of Florida. Lou-Lou is very passionate about providing quality care to patients, and always does so with a big smile. In her free time, Lousiane enjoys gardening, being outdoors, and spending time with her dogs and fiance.
Charlsie Cox
Patient Coordinator
Charlsie is often the first friendly face you’ll see when you walk through the doors at Westhaven. As our Patient Coordinator, she is dedicated to creating a welcoming, seamless experience for every patient from the moment they arrive.
With a passion for helping others and a natural talent for organization, Charlsie assists with scheduling, patient communications, and ensuring each visit runs smoothly. Her warm personality, attention to detail, and commitment to exceptional service help make every patient feel valued and cared for.
Outside of work, Charlsie enjoys spending time with her family and making memories with her daughter, Sophia, who is her pride and joy. She loves the outdoors and shares her home with her beloved Great Dane–Fancy, and two rabbits– Pippin and Tuna. Family, nature, and caring for her animals are at the heart of what brings Charlsie happiness and fulfillment.
